A "touch and go" is a pickpocket term meaning that you find your victim, touch him (lift his wallet), and go (disappear in the crowd). A pickpocket rips off some casino manager who was holding important documents. King is called in by the casino owner to quickly, and more importantly, quietly capture the thief and retrieve the stolen papers. Unfortunately, this pickpocket was just found floating in a hotel pool.

And yes, for you aviation buffs, a "touch and go" is also a flying term for practicing landing approaches.
